You'd be better off using that black restorer that's really a form of paint. Can't remember the name of the stuff but it's all over the threads on the forum.
Might be Forever Black.
Edit- Yes it is, I've just checked.Mods:

I brushed mine with Black Waxoyl. Seems to last quite well!

I am going to copy IanB4310 and use the Hycote Bumper spray to do mine. Looks really good.

Won't that black wax oil eventually run off, (in heat/wet) creating streak marks on the paint ?

No, its a wax based sealer. After brushing it on, I buffed it with a cloth, it's like applying any of the black plastic treatments, it's absorbed into the greying plastics surface. Nothing waxy left to melt.Richard

You cannot revitalise the scuttle panel surface because LR manufactured them from UV intolerant plastic which has become sun damaged over time. You either need to paint your existing one or replace it for a new item.
I wouldn't recommend using Black Waxoyl however, that's just not right IMO.
Use a recommended trim restorer paint like the Hycote mentioned by Azzybee Link or Forever Black LinkMods:

I'm not recommending anyone tries black waxoyl either, I just said it's what I did
This is how it looks this morning, 2 weeks after applying it. My scuttle pannel was quite poor, very grey and powdery. At the least, it's more of a black colour now.
