Glad you've asked this, as I often have a pool of water there!
However, my assumption was that it was a sign of a blocked drain for the windscreen, scuttle or A pillar, resulting in the water overflowing into that area, rather than a place where water was meant to go and subsequently drain from. In my case, there is no sign of corrosion where the water pools, so I don't think it has been doing it for long. Previously:
