I was under the impression that it is illegal to run tyres with a lower speed rating than the manufacturer original spec? Thus all the D1/2s on knobbly retreads are all illegal? Series 1 V8

The construction & use regulations as far as I have read , require the tyre to be suitable for the use it is being put , which in my opinion is open to a lot of interpretation . I think it is so phrased to cover the situation that as cars get older the original tyre spec. may not be available . I think the insurers have more influence on what is acceptable
Before I retired , I asked at work why we ( Land Rover) were putting higher speed rated tyres , H to V, on a model year update ,ie same vehicle, cost , it was as simple as that . The manufactures were making more of the higher rated tyres so the price reduced. The H rated would in this instance be more than adequate.
All this of course, does not help the average user.

and to add to ^^, quite a bit of the original type spec/choice is determined by what the tyre manufactuers are making and can supply to the car manufacturers at the time.
