It is the Goodyear tires. I have the same issue. My 2006 LR3 has 27,000 miles. I have rotated and balanced the tires every 3,000 to 5,000 miles. The cleats on the outside of the front tires become cupped and move a lot of air.
I had Goodyears on my previous vehicle, a 2002 Ford Expedition. They generated a lot of road noise. The solution was a set of Michelins. MHB

Tyre / road noise

Oct 2007 D3 TDV6 SE: At 20 000 km the rythmic (wa-wa), what I assume to be tyre noise, is just about unbearable. Standard factory Goodyear tyres. Definite uneven wear. Saw tooth pattern on all tyres. Correct pressures. Frequent tyre swop, balancing, alignment checks no improvement.
See on US forums lot of issues with these tyres and even class action law suite against LR.
Has anyone had similar problems? So far agent has been unable to diagnose and fix anything on my vehicle first time. It's the usual "we don't hear what you hear, sir" BS!
Received email from agent today:
"Herewith report on following:
Noise while driving – We have put 4x new wheels from a brand new
Discovery on your vehicle, test drove and found noise was gone.
Refit your own wheels and noise was back.
Our findings: Tyre noise
Remedy: Needs to rotate tyres from left to right with every service
We can also send the vehicle for wheel alignment to ensure that your
vehicle's wheel toe is in spec BUT the vehicle must have a full tank
of fuel and Land Rover does not pay for wheel alignment and it will
be for your account.
We need your authorization to do the above."
Now, this has definitely not diagnosed the problem! Is it a vehicle problem or an inherent problem with the tyres, as the vehicle has had tyre swop, 2x wheel alignments + 3 balances over the last 6 months that didn't cure the problem.
Has anyone else had similar tyre wear problems?
Do I foot the bill for replacement tyres or will LR contribute?
Is it worthwhile persuing this issue through JaguarLandrover South Africa?

This is the 3rd one I've come across... so a merge would be good to keep it all tidy and allow Mr World to keep track of any replies over and above the ones already there

Mr WWW, I too got the dreaded Wa Wa from my first set on GY's at around 18,000kms. I checked the tyres myself and very obvious tyre wear on the inside. So much so, I had to replace 2 and spun the other 2 tyres on each rim so worn bit on inside is now on outside. I also did a wheel alignment (the first one since new) and some of the road noise dissappeared!. I put up with the little Wa wa that was left until I just replaced the tyres with new Gy's of the same type and now blissful again.
The upshot to my experience is that the uneven tyre wear caused significant changes in the tread depth on every second bead along the surface of the tyre. ie one was about 2mm more worn than the next bead. This occurred due to the toe being too far out and the tyres "biting" the road. Anyway, once this happens it's almost impossible to get rid of but the swapping on each rim did reduce some of the noise.
I did manage 45,000kms out of my first set (2 tyres still about 50%) and have now a complete new set. My plan is now to check every 2,000km's by rubbing hand along tread inside and out, as "biting can easily be detected when you change direction of hand. ie it only bites in one direction as you run your hand along the tread. I think the Gy's are the best tyre for mostly road use which is why I stuck with them again. Time will tell if they do the same again! What's the point.... it all comes out in the wash anyway!

Water leak – The right side overflow pipe of the sunroof was block.
Took left and right sunroof overflow pipes out and cleaned.
Tested for leaks – OKAY

And Land Rover South Africa from any accident damage/claims should we
Update the software as this is a safety feature of the vehicle that we remove
To enable you to operate SATNAV whilst driving."
21 Nov 2008: The car has now been at the agent for 9 days! and 3 days after giving postive instructions for them to go ahead with wheel alignment and SATNAV upgrade.
Telephonic report: Agent awaiting wheel alignment specs from JaguarLandrover SA.
"Waiver" form is still being typed!
22 Nov 2008: Complaint lodged with JLR SA and requesting assistance in the matter.

WWW - stop complaining about the poor service in SA - you're making me homesick! 
I've had the same problem with feathering of tyres on my D3 here in the UAE. Its to do with the wheel alignment / air suspension. Not a simple matter to adjust and you need to make sure the tyre shop really knows what it is doing. Lots written about this already elsewhere on this forum.
Due to the unbearable noise and uneven wear, I replaced my OEM tyres after 25,000km, with Pirelli Scorpion Zero. Very quiet and comfy initially, but they are starting to get noisy again after about 8,000km - time for another trip to the wheel alignment shop.
I don't think its the tyres, its the geometry of the car suspension, which is very sensitive.
I wonder if normal sedan cars with air suspension have this same problem? (The big S-Mercs and 7-BMW's).

Herewith the waiver form,if you could sign it and return to us.
Also, the wheel alighnment specs are already with "Wheels" the tyre company
we deal with here in George, as XXXX mentioned the vehicle needs to have
a full tank of fuel and we need to do "Tite Tolerance" settings before it
goes for the alignment,however once the alignment is done the tyre noise
will still be there and will become less as more milage is put on to the
vehicle.
The tyres need to be rotated every 10000km in order to create even tyre
wear,we have already rotated the tyres.
Please note that warranty does not pay for the alighnment,this will be for
your acc.
MY COMMENTS:
NO RESPONSE FROM JAGUARLANDROVER
WHEEL SWOP AND 2X WHEEL ALIGNMENT CHECKS PREVIOUSLY (FOUND TO BE WITHIN SPECS) HAS BROUGHT US TO THIS POINT. FROM THE MINIMALISTIC EXPLANATION ABOVE, CLEAR THAT DEALER HOPES I REMAIN A MUSHROOM. THERE IS NO ADMISSION AS TO THE CAUSE OF THE PROBLEM; LOOK, IT'S CLEARLY EITHER TYRE OR SUSPENSION! SO, WHY DOES THE CUSTOMER PAY?

Below the wheel alignment and tyre swop history at TWT on my D3. Problems already noticed at 5000-6000km, therefore the 6645km check!
Thereafter (after 10 000km) 2 additional wheel balances done at other tyre service agents.
The agent's proposed solution is exactly what I've been doing!
Awaiting the wheel alignment readings of May 2008 from TWT and will post it here.
Again LR service agent quiet, no response to email and faxes x 2days.

A quick update from me - I had the LR3 serviced at the Stealers, and they adjusted wheel alignment and balancing - and voila - absolutely no road noise, no vibration, and back to the magic carpet ride you would expect from modern air suspension!
