Pin 4 on the 12s socket is a permanent live and the socket is "fed" from connections behind the rear light unit, so there must be a permanent live in there somewhere.

Do you mean you wanna connect a charger into the towbar electrical socket to charge the battery in the vehicle when left for long periods?
Great idea actually, and it should theoretically be possible. If you open the white socket lid and measure the pin on the right hand side, this is the one connected thru to the battery (via a 15A fuse) (Pin 4 I think if B16 KJR is right)

Or do you want access to the permanent (battery) circuit at the rear of the car?
If this is the case, then the left hand rear panel gives access to the fuses and circuits for the towing electrics, and if you read your manual it will tell you what 15A fuse is for what circuit. There are only 2 of them, so measure both and the one that is 12V with ignition off is what you are looking for.

I thought that the fuses were only there if you had the towbar electrics fitted, if not I believe that there should just be a couple of multiplug connectors there but one of these connectors should have the permanent supply.

OK if you haven't got the fuses, then search for the thread about installing the towbar electrics - this should show the pinout of the conectors and their location

Certainly if you have the white socket then you can charge your battery via it.
I do so when away for spells as I cant physically access my bonnet to couple directly whilst the Disco is in the garage.
I only use a "conditioning charger"* to which I have wired a white plug, leaving it plugged in for up to a month whilst abroad.
I would be reticent about any heavy charging currents as I read the Disco battery has some unique characteristics; perhaps the more knowledgeable can discuss this?

* actually the battery condition charger from a defunct burglar alarm.
