Turbo under boost

Hi everyone
Just had a situation lots of black smoke as you take off clears as the turbo lag goes away, did a Haweye check fault code P0299 turbo under boost I ve had a new turbo put in about 5000kms ago,can anybody help with possible causes Question Question

I have taken off and examined with care the large one on right hand side,all is ok, ill look at the others later
