I seem to remember its a 10mm spanner. I managed to get my hand in between the headlining and the roof and tighten the nuts, others have had to drop the headlining a bit

IIRC on the HSE you just need to tighten the star shaped screws up which are on top of the fin. I believe B16 KJR's method is correct for all D3's and D4's that do not have the glass roof.
If your fin screws are not loose then I suspect it could be the stick on gasket that needs replacing - not sure how much they are though.
