It looks like quite an expensive engine bay light, but I'm sure the flashing lights would be too dim and too annoying to use in an emergency
Seriously, IMHO this has all the hallmarks of being designed purely for a Halfords Warrior. It's not big enough to contain any serious voltage reserve, which means that if it's got anything other than lights in it at all, it'll just be trimming high voltage spikes.
With all the computers and electronics in the car I'd be amazed if there were high voltage spikes present anywhere and sure that similar filters are already fitted somewhere in the charge regulator circuits.

You will probably get better peformance gain if you drain you window washer bottle to save some weight, and while you are at it have a pee before you drive and double the gain!D4 HSE
