Has anyone experienced these bulbs on offer from Ringautomotive

The advertising blurb suggest that at 29.95 a pair these street legal bulbs are a direct replacement for standard bulbs and require no alteration to or additional wiring?
Would the D3/4 be able to take these without conversion kits etc? Jeff
