TSBs - is the work and parts meant to be free?
What the title says really: are actions that are documented in TSBs (e.g. the front ARB bushings shimmy fix and subsequent replacement) officially meant to be free or is it at dealers' discretion?
Just wondering how "firm" I should be in the future given at least one local -official- dealer hinted me paying for the P008 high pressure pump recall (which of course I didn't, just shows though how unreliable they are)

Only in the manufacturers warranty period. TSB's are Technical Service Bulletins issued for a number of reasons. They are there to assist the dealer workshops to quickly and effectively diagnose and repair known issues. Some of them just offer advice in fault tracing methods, or different methods of doing a particular task.
Whether its chargeable or not is down to whether the vehicle is in warranty or not. Sometimes the dealer will offer a goodwill gesture and not charge for a job if they feel the customer deserves it, they (the dealer) may not be able to claim from Land Rover for the work because its outside of warranty.
