My heated seat is starting to sting a bit when it’s been on a while. Is this just a new pad or is there an insulating layer that has broken down?

Don’t use it or you will burn a hole in the seat base, new element or repair the existing. It can when others can't,
It will when others won't,

This happened with mine... the element tends to stretch in the places with the most flex between the front and rear seat pads and causes some overheating and eventually a burn in the seat foam.
You can cut and solder in replacement wire for a cheap and easy fix... I repaired my drivers seat a few years ago and it worked fine ever since.

As above, had this on my old D2 - burnt a hole in my jeans
I also soldered a wire in to fix, it was fine. Just removed the cover and the element was easily accessible. D4 XS, gone, much loved, never forgotten

I switch mine to low, after a minute or two.
And then switch it off ASAP

I think I will have to look into getting a new heat pad but will also need some pliers and hog rings
