As far as I know - No 
I have the premium version with 4x4 info and TMC, and I had to order also a premium audio system to be able to have it... 
I thought the HSE always had the premium gps?

my hse came with the premium sat nav ??? I too believed hse included premium sat nav. 2004 TDV6 HSE Auto Zambezi Silver

The UK spec HSE is the best equipped worldwide. The euro HSE is roughly equivalent to a UK SE.

Its only a matter of time D4 3.0 HSE cameras,Hybrid TV, 20" alloys, heated wheel, privacy, Tow pack.
Departed RRS TDV8 HSE Full Arden kit in TEAL and colour coded everything.
Departed Disco 3 2.7 HSE
I never drive faster than I can see!
