on the Disco 3 you could stop the alarm when seat belt not in use by inserting the buckle 9 times whilst holding in the red button - what is the procedure on the Disco 4 ???

Ignition on, clip down, nine times

hang on - you mean Engine on right?/ (no key)??? Nope - press start button without foot on brake, puts into access mode, nine time in and out - voila!
D3 is key in access mode ect

Another option is to go down the scrap yard, get yourself a buckle from a knackered car.
Plug in bong stops, take out bong starts.
