would it not work out more cost effective to buy it on the 0% deal, the costs aren't too far apart and at the end you'd sell it and get SOME money back?

Business gets VAT back on contract hire, but not HP as far as I know. Plus contract hire is off balance sheet as I understand it unlike buying.
I am sure KAM won't mind me saying contract hire is not always ideal for private individuals.

Yes it generally would. You should speak to James at Lookers Park Royal should you want to compare figures for these packages. The contract hire are for business users more generally who would want to claim some form of VAT back and / or keep the car off the balance sheet, and have predictable depreciation costs.
For most private buyers, LP/HP or a 0% split deal is more beneficial generally.
The lumping in of such a large deposit is quite restricting for most when buying a new car also, so the 0% deal may not be available for all. Whatever suits your pocket/requirements really..
