Problems doing EPB adjust |

Tried adjusting my EPB at the weekend, with no joy.
Automatic, so left it in park. EPB off, and EPB service mode engaged. Jacked up rear passenger side and removed wheel. Removed adjuster access grommet. So far so good.
My problem came when I couldn't turn the hub enough to get to the adjuster.
The access hole was at about 9 o'clock and I believe the adjuster on the passenger side is at 6 o'clock. I have the correct socket to go over large nut on the end of the shaft, but no amount of reasonable leverage would rotate the hub far enough. It would rotate freely enough over a small range (probably 30 degrees) but then "jammed".
I was getting too hot and bothered to think about it clearly and stuck the wheel back on and lowered the car. Everyone else says this is simple!!
Questions:
1) Do I need to get both rear wheels off the ground to do EPB adjust?
2) Should car be in park?
3) What am I doing wrong?
I'm not a mechanical numpty, honest, but I'm obviously missing something glaringly obvious - will someone point me in the right direction? 2018 1.5Ti Skoda Octavia - dull as f&ck

Yea, exactly what Wiggs, Brumlee and Lee157 said, but chock all the wheels, and check all the wiring you can find for chafing / rubbing whilst the wheels off. Club Pie n Pea
