The law here in Norway does not specifically require studded tyres, only that you must at all times have good enough tyres for the driving conditions. There is a minimum depth, IIRC 3 mm in winter time and 1,5 mm in the summer. The general rule is that the further north and further from main cities you live, you tend to go for studded tyres. Personally, I haven't had studded tyres for about 15 years, as I've lived places where they salt the out of every road. I have however had snow chains for some of my cars, for trips to the mountains and so on.
