I normally see these 'other roads' leading to either 'normal' roads or BOATS.

What's the legality of using these, are they are 'free-for-all' or are they normally permissive access, or something else?

They simply show that a track exists on the ground. It gives no information about any right of way.

However, BOATs are marked on the map and ORPAs (other routes with public access) are also shown. So, unless you have specific proof to the contrary, assume that the "white" roads are probably private tracks e.g. farm tracks, gamekeeper tracks, private driveways, access roads to quarries/windfarms, forestry tracks etc.

If you want to find green lanes. Join either GLASS or All Terrain UK to get access to their mapping systems.
