Sounds like something has been pushed in and is rattling ?
Put tension on the belt ... does sound stop?.

If it's something metallic, try dragging it out with a magnet? Otherwise, panel off..

I won't TELL anyone that reusing the belt anchorage bolt is ok, but other bolts where that is stated are because the JLR technicians are provided with bolts coated in blue loc-tite equivalent paste .
Personally, I'd reuse but apply some new loc-tite..

Turns out noise was not coming from behind that cover. One of the bottom tailgate locks was stuck open due to age. Tailgate was not locked on one side and rattling. Oiled up and no more noise
