It appears to be an option to have permanent 4wd by adding the twin speed transfer box. Otherwise you get the clever disconnect system. For the vast majority, the disconnect system will make sense but it will mean that anyone buying a second hand model from 2021 onwards will need to look for one with the twin speed transfer box option fitted.
For the vast majority of LR's customers, this looks to be a sensible development. Those that need old fashioned 4wd will just spec it accordingly.
I did lsufh at the chap that said he only bought his D5 because of it's image of go anywhere ability but would now just buy a bog standard SUV from elsewhere. Visiting from rrsport.co.uk

Looking at the D5 configurator, D5 is currently only available in S trim (you have to go for Discovery R-Dynamic if you want more than just S trim) and all of the engine options are the new system. All require you to choose the twin-speed transfer box. It's a £310 option so not silly money, but I bet most won't bother with it.
21MY Defender appears to still be full time 4wd.
21MY FFRR is still full time 4wd.
21MY RRS is full time 4wd in everything other than HSE and HSE Silver trims. This isn't new as the base spec L494 RRS has always been single speed transfer box. You can add full time 4wd with the "off road pack" for about £900 (higher price as it comes with TR2, ATPC an adaptive dynamics as well).
That the D5 now requires an optional extra to make it "full time 4wd", that suggests that LR are moving the Discovery family fully in to the "family car" sector. Which shows that the people saying that the new Defender is the "real" new Discovery were right. Visiting from rrsport.co.uk

So the 2 speed transfer box is the key! It is also part of the Advanced Off Road Capability Pack and the info on the configurator for that states that it is the:-
“optional twin-speed transfer box that delivers 50/50 torque split. Analysing wheel slip information, the control unit distributes torque to the wheels”
Sounds like the torque vectoring system on the RRS?

The torque vectoring system on the L494 RRS is different to the standard 50/50 split 4wd that is well known for the last 15+ years on the L319/L320. I think the now-optional system on the D5 is the same as on the L319/L320 that we all know and love. If you want full time 4wd, you'll need to select the "two-speed transfer box" option for £300. They’re doing the same as they did for LR4 between 2014-2016 at least in the US market.

Did the LR4 have a single speed transfer box in the US? I thought they had the standard package as with the UK and then a "heavy duty" package that included the locking rear diff. Visiting from rrsport.co.uk

They will all go the same way in terms of options offerings ...Why? Weight drives down emissions ...market desires or necessity etc, etc.
D5 with twin speed box always did beat the pants off the D3 \ 4 off-road due to new tech and weight ...just not as many people were prepared to explore that because it was a different prospect market-wise.
The new defender isn't the new D4 ....it is the new defender. Discoverys fate in a change of direction was predetermined because the market took it from a supposed rufty tufty to all to the real rufty tufty actual requirement for 1% of its customer base. 21 year LR veteran > D2 GS 2003 > D3 S 2006 > D3 HSE 2009 > D4 HSE 2013 > D4 HSE 2015 > D5 HSE 2018 > DS HSE R-Dynamic P300e 2021

I hated taking the D5 off road. It didn’t help that my long term loaner came with 22” rims which I was paranoid of trashing, but the main reason was I couldn’t judge where the corners of the front bumper where, due to the slope of the bonnet. You can use the clearly visible bonnet corners of the D3/4.
I’ve no doubt that it had superior off road technology and mine had cameras all round, but they were useless when dirty and I hated looking at a screen when I was concentrating on negotiating a narrow lane or gateway. Perhaps if I’d have got the hang of it eventually if had persevered. 2006 D3 HSE (Original & still the best)-GONE

Rims I understand but we all made changes in that respect historically... otherwise, never had an issue with the spatial awareness of the vehicle dimensions personally ...on or off ....but agree you had to get used to it 21 year LR veteran > D2 GS 2003 > D3 S 2006 > D3 HSE 2009 > D4 HSE 2013 > D4 HSE 2015 > D5 HSE 2018 > DS HSE R-Dynamic P300e 2021

From about 2014 the LR4 had the single speed transfer box as standard. By adding the HD package (074FY for $1,350) you got the two speed transfer box, full size spare and the locking rear diff. PAGODA

I would’ve thought the D5 would get the same intelligent AWD system that the 21MY Defender now comes with. 23.5MY Defender 90 X-Dynamic SE D250 MHEV Pangea Green

Wow, I didn't realise that. Thanks for the confirmation. So they basically made the LR4 like the base model L494 RRS which, in the UK at least, only had the single speed transfer box from launch (in 2014).
