Cigarette lighter supply?

I’ve fitted a D4 heated wheel into my D3 along with most of a RRS dash and centre console, can someone tell me if there should be a supply at the cigarette lighter with the ignition on or does the car have to be running? I bought the plug and play cable which goes from the rear of the cigarette lighter to the heated clock spring. I don’t have a supply with the ignition on but can’t start the car at the minute as I’m doing other work. I don’t want to but everything together only to discover there is something wrong. The fuse is okay.

I’ve done a bit of investigation with the multi meter and it appears that the relay associated with fuse 55 isn’t working, I’ll get a replacement and take it from there.
