Presumably the word trailer includes caravans ( as per driving license )

Basically its saying commercial trailers over 750kg or heavier than car trailers generally if used privately - so not actually a big issue for most Mike

The wording from the website..
"From 28 March 2019, trailers must be registered before they can travel through countries that have ratified the 1968 Vienna Convention on Road Traffic.
You must register:
•commercial trailers over 750kg
•non-commercial trailers over 3,500kg"
I can't think of many caravans over 3500kg! I want to see the sweets before I get into your windowless van... I'm not stupid!

I was just thinking of a caravan over 750kg used for commercial purposes would be included. And how broad is the definition of commercial purposes. For instance taking one to an offroad show where one has a sales stand?
