Cranks, No start P0191-23. Help needed |

I had posted this in rangerovers.net but was told off because it is a diesel. Well it is a glorified Disco 3 with less space inside
Sorry to bother you instead, I can't make any sense of this one
This is a 2009 TDV6 from Panamá.
it came in with a sticky injector after it failed various times on the road, so I went to pick it up by road with the boss. In the cool night in went ok, just a bit lumpy. There were loads of errors, amongst others a sick injector which showed in live values.
all 6 were serviced, one had to be replaced.
I have done the 20x bleeding.
there is diesel coming at the ramp.
But the engine will crank and crank and crank and won't start. Regarding alarm, there is a horn relay error , which I just learned came from a damaged horn. Somehow I don't think this would immobilise the engine or does it?
The only engine related error I get is P0191-23, my IIDtool zaps it but it comes back after every attempt to start.
IID Tools says the fuel rail pressure signal stays too low.
I had only once another error P0001-13 which IID tool lists as unknown.
after bleeding 20 minutes (ignition on off etc 30secs each time)there seemed to be more pressure at the bleed valve.
VCV and PCV work WHILE cranking, but there is zero pressure reported

If its not the fuel rail pressure switch, then I would suspect the Hpfp have you checked what kpa it gets to when cranking it over.?

I thought I have been staring at the system for hours but must have missed that one?? Fixing LR problems very far from Solihull.

BTW fuel pressure with the pressure sensor disconnected reads 20K bar, with the connector installed it reads 0 bar.
Weird.
VCV gets up to 40%
PCV up to 72 % when trying to start. Fixing LR problems very far from Solihull.
