Shudder after major brake service

I had a major brake service and full service done at a local indy, front discs and pads, rear pads and parking brake shoes. Now I am experiencing shudder at 25 mph and 35 mph that wasn't there prior to the service. At first I thought the TC but there is no shudder any other time and tows a 1600 kg caravan up hills no problem. The shudder happens on the flat or going uphill at 25 & 35 mph and seems to only appear after the car has warmed up. I have checked for binding brakes, all brake parts are correct and free moving, with the exception of the parking brake drums which feel hot to the touch after a run.

Could this be the cause of the shudder, if the parking brakes are incorrectly adjusted and the shoes are too tight against the drum, when they get hot they expand further, causing the engine to struggle???
