We had a similar one a while back. Roadworks on a fast section of the A38 dual carriageway were restricted to 40 mph. Fair enough.
However, one day, all of the road works were finished and the road was returned to normal, except for the 40 mph limit remaining and the appearance of a Scamera van

I actually think people as a whole have slowed down, regular run to norfolk used to take 1.75 hrs at approx 80mph and we were far from the fastest ones, now its 2.25 hours at a steady 70mph and very few cars come past us this is at all times of the day even the middle of the night.

This is pointless posts after all...
Speedometers should not read a value lower than the speed you are actually travelling:-
Schedule 19 of The Motor Vehicles (Approval) Regulations 1996 states
19 Speedometers
1. The vehicle shall be fitted with a speedometer capable of indicating speed in mph at all speeds mph. up the maximum design speed of the vehicle.
2. For all true speeds up to the maximum design speed of the vehicle, the true speed shall not exceed the indicated speed.
3. For all true speeds of between 25 mph and 70 mph (or the maximum design speed if lower), the difference between the indicated speed and the true speed shall not exceed—
V / 10 + 6.25mph
where
V=the true speed of the vehicle in mph.
According to section 35 (3) of the The Road Vehicles (Construction and Use) Regulations 1986 speedometers can also comply with the following (well at the moment anyway!)
(3) Instead of complying with paragraph (1) a vehicle may comply with Community Directive 75/443 or with ECE Regulation 39.
Directive 75/443 states in paragraph 4.4
4.4. The speed indicated must never be less than the true speed
Regulation 39 states in paragraph 5.3
5.3. The speed indicated shall not be less than the true speed of the vehicle

If it deters the Yahoo element from hooning around it's the way it should be - it may save injuries & worse.
The mobile phone penalties are more toward the way should be too
First the people who break the rules have to be caught.
The last while I've seen far less people talking & texting.
But you've only got to go to un-policed areas around here to see blatant abuses.
Leeds road out of Bradford....all the time - you regularly see guys on motorbikes no helmets whizzing in between cars in a busy road.

Around Birkby - Huddersfield
Just me living here & going about daily life I see this - the local constabulary seem to ignore.
Glad all the vehicles I use have a cruise function.BREXIT - done properly.
