Most likely that has been made so someone can use a rack kettle lead which a male on and a female on the other end.
I have something similar for my laptop, I have a 2 gang socket on a rack cable and short one like that so I can use a normal socket if needed so it's not as stupid as it looks. IID PRO

gotta be UK bit of a universal setup ? everywhere has the IEC power lead but this converts IEC to local ... made several versions when I worked for HP and got to traipse around Europe..
