I've seen loads of peeps standing on the bumper but to load roof racks, usually hanging on to the ladder. Never seen any problems.

I'm the wrong side of 14 stone by a few Kgs or a good few Lbs and regularly stand on the rear bumper to pack in extra into the bins.
