Ah, that makes a difference. if he goes for an application himself that will likely negate any nuisance evidence or your argument as he is remedying the issues and getting judgment via planning process so making them legal.
I do not know what your application is but applications are only rejected for legitimate planning reasons. Your authority will give guidance. He can't successfully object to you out of spite or because he doesn't like you he also has to meet the criteria. I guess you may know where this is likely to go, just might not be worth it. You have to live with neighbours.
Still think it may be worth discussion with planning enforcement officer. Fear of people finding out who pointed the finger may be in your mind. So maybe if you do go that route the first question might be " Are your files subject to FIO requests and if so will you redact names addresses, emails and telephone numbers etc."

On Friday neighbours aerial guy put ladders up to get on his roof - off my drive 
So I goes over and asks have you spoken to anyone about blocking the access and he says no he hasn't and can't see what the problem is 
I explained it's my drive and people are using it because my business is at the end of it - no problem he says we won't be long 
Swmbo says she wants them off our property but I being reasonable told him in future I think it would be good idea speak to the owner but I'll let him finish provided he let's customers in and out
