Faulty hand brake switch, just replace it, otherwise you're likely to be going on a pointless wild goose chase. Common enough problem and cheap to remedy. If the problem persists change the brake light switch, and if still no joy it's then time to break out the MM.

I'd replace that big fuse under the bonnet, if it is really reading 2.5v

Thanks Pete.
I do think that it's odd. The voltage was taken from the blades that the big fuse plugs into. ie the fuse was removed when I took the 2 voltages.
I'll see what the new switch does and go from there.
