D4 Passenger airbag

Any idea on how to remove the D4 passenger airbag? It came out, so need to be replaced.

Do you need to replace th whole dashboard top part aswell?

P.S. If there is nobody sitting on the passenger seat is it normal that the airbag comes out in case of an accident?
