Electro Viscous Fan Clutch - D3 Overheating

No leaks.
Startes to overheat in traffic with a/c on.
Turn off A/C, turn on heater and it slowly gets back to normal.

I noticed the Electro Viscous Fan does not increase in speed when I turn on the a/c nor at all when the temperature gauge rises.

Is there a fuse or a relay I could check prior to buying a new electro viscous fan clutch?
