Kick plate removal

I'm trying of get at the wiring loom to repair my central locking keys, I've removed kick plate covers but I can't get the plastic cover out that runs the length of the car over the loom, do I need to remove the passenger seat ?

Help!

I'm not sure if I'm on the right track here, however when I had to remove the plate to get to the wiring loom to run a cable front to back I did the following: put front seat back, undo front clips, put seat forward undo rear clips, remove part of the B pillar trim and then slide plate it out thru the back passenger door. I didn't remove any seats.
