This happened for real to my mum a few years back - United Utilities had broke a rainwater pipe in the road a whole row of houses back from her house/gaeden which resulted in the overwhelming of the culvert under her land - huge bill to fix and UU denied it right to the death before paying up!

Our neighbours built some hard-standing and a workshop without thinking through the effects on drainage. All of their furniture is permanently up on breeze-blocks and when it rains they have to open front and back doors to let the water flow through the house so it doesn't do any damage. They are eccentric in so many ways.
