I went on a 4wd camping weekend and when I got to the destination the tailgate would not open(top door). When you lift the tailgate you can hear the release noise but the tailgate will not open. So I had to get all the gear out via the back door which was frustrating, together with my Toyota prado driving friend having a great deal more reliability. ( try taking stuff off the roof without standing on the back tailgate)
Is this common- and could I have manually opened it with an override.? Still need to get it repaired.

very common! you need to remove the carpet trim from the the lower tailgate, using a couple of levers starting from the top where it meets the plastc trim (dont dorry it wont break!)
then you can reach inside behind the waterproof foam layer and get to the cable, you will see a black plastic cover - try and unclip this and the end of the cable is in there - give it a tug and it will open,
have a beer and nurse your (now) bruised and bleeding hands!

Top Door you can open it by pressing the unlock button on the dash while some quicky grabs the rear opener whilst you do it have to be quick but it works

Not if the cable has snapped you can't
If you can hear the actuator moving but the upper tailgate won't open then the cable has probably snapped at the 90degree hook at end of cable
