Sticky steering wheel TSB

I know that loads of people have had sticky steering wheel issues with both the D3 & RRS, most have been able to get their wheels changed under warranty but.... is there a TSB that covers the issue to allow me to force the hand of my dealer.

I've sent Bobby (RRS expert) a PM but thought I would post this to see if anyone else had an idea too.
