M6 northbound by J5, Her majesty's constabulary have a D3, in full Motorway patrol livery. Looked the business.
I slowed down just to take a look
AlVolvo XC90 B5 Plus Dark
Gone - MY18 D5 HSE - Corris on 22's with Black Pack
Now gone - MY16 D4 SE Tech, Loire Blue, Almond Leather, Privacy, plus some other goodies.
Old - MY12 D4 SDV6 XS Auto - Ipanema Sand with Almond Leather - Plus other niceties, and D4.com sticker
Older - D3 TDV6 XS Auto - Lugano Teal with Almond Leather, 20" Stormers, Shiny Tailpipes, DVD/TV - and obligatory D3 sticker
Ancient - D3 TDV6 S - Tonga with Ebony, 20" Stormers, satnav & DVD
You've just reminded me - I saw two Highways Agency D3s in convoy on the M4 (13 - 14) on Friday. Looked good. I would guess they were training the occupants as I think (from memory) the HA service goes live on the M4 next month.

I spotted that around the same area yesterday. Although I wasn't sure if it was the Highways Patrol vehicle, as opposed to the real police.

What's the deal with the HA patrols. What powers do they have, or are they only there to take care of the dogs-body tasks, like sweep the road of glass after an accident

Yes, essentially they back up the police with non-emergency tasks; breakdowns, sweeping up, road closures etc. See:

The HA (VOSA) have been using D3's for a while now on the M60. The Stockport police have had them for about 10 months now. The Police ones are silver.
The way to differentiate between a VOSA patrol and a Police patrol on the motorway is 1. The VOSA car has BLACK squares on the side, the police has BLUE, 2. The VOSA patrol has yellow and red beacon lights, the police have blue and red.
VOSA also have Range Rovers, Toyota, Mitsubishi. Saw a police X5 on the M1 recently, and police Merc ML on the northern M6.
There seems to be an upsurge in non-descript unmarked police recently on the M6. They have a beige Volvo. Also saw a silver Passat unmarked on the M62.

I also saw someone done for speeding on the way down the M6 just north of Brum. Traffic cops were using a silver unmarked range rover. Very sneaky.

They also use the D3 in their HA posters and displays at service stations...

I used to have great fun in my dark blue T5 estate (with day lamps switched off) steaming up behind boy racers who annoyed me for some reason (like driving like idiots), then slowing down and shadowing them. They would go slower and slower until I went past.. they would wet themselves. Very funny (and childish I know).
The other really useful thing was if you were trying to make quick progress (and this is 8 years ago in my original 850 T5 etstae, dark green, day lights off) you could go down a dual carriageway at three figure speeds, flashing the headlights in a rythym, and the traffic would move out of the way so quickly!
I hasten to add that since those days, I am now mid thirties and have two children and a car which I have never exceeded 90 in. That would have been unheard of 5 years ago.
