This Pipeline card looks like it may take-off and we could all do with cheaper fuel for the D3.

A BLOKE named Ben Scammell could become my hero of 2006. Like me, he's mad about cars. And like me, he gets a bit upset about fuel prices and how much the government makes on a litre of the stuff.
The difference between Hammond and Scammell is that while the former just gets very angry, the latter has decided to do something about it.
How do you take on the government? First of all, he funded and set up the website www.fairfueltax.co.uk which attracted a lot of interest from motorists hacked off with giving Gordon Brown so much cash.
Then he had a really clever idea. You'll have seen - and perhaps used yourself - fuel cards to pay for petrol and diesel in filling stations.
Card firms such as Allstar can negotiate discounts on fuel because it buys large quantities (through individual card holders).
Scammell realised that if he could get a big enough number of people interested, he could approach fuel companies with the idea of setting up a loyalty card.
So off he went until he found a company that was interested... but only if the numbers were right.
Scammell set up a site called www.PipelineCard.org that explained the idea of the scheme and asked people to register.
Not surprisingly, since he's talking about a discount per litre of between 5p-10p, it has attracted a lot of interest.
To date, around 200,000 people have registered and Pipeline Card's spokesman reckons that members will get their cards next month. It costs nothing to join.
Not everyone is happy about the scheme and you can guess who. The eco movement, of course. Its worry is that it will encourage people to use their cars more often. Cobblers. Cars are the most convenient way to get about. And don't give me the public transport argument. It's fine if you live in London or Manchester but not so good if you live in the country, where the odds of finding a bus when you want it are as long as buying a winning lottery ticket.
People will use their cars whether the petrol that goes in them costs 90p a litre or 85p. Only a drastic increase in price will stop them.
If it all sounds a bit too good to be true, there's a similar scheme already up and running in the Netherlands, also set up by a private individual fed up with paying a fortune for fuel (Holland is the only European country with petrol more expensive than ours).
I've registered for a PipeLine card and am eagerly awaiting its arrival...

that's great - I joined a while ago- hopefully it will buy cheap fuel for now. Of course the EU has now got 2 of those Galileo system GPS satellites in orbit (they are planning 30 I think). With measurment down to 1m accuracy and all the hardware in place to allow for European wide road charging its just a matter of time before fuel pricing becomes more or less irrelevant. 2007 TDV6 HSE 'Silver Lady'. With 'free' privacy glass LOL.
Taking the greenpi$$ is: Green taxing your citizens more & using some of the money to buy nukes.
