Lower tailgate - Manual or Automatic?

Hi Guys,

I just bought a teal blue D4 HSE MY2010, my first LR. Its awesome.

QQ. Is the rear lower tailgate designed to open / drop down under power?

Sorry for the noob question. On pressing the rubber button - mine just unlocks and then you pull it down, it restricted drop via the cables. If that normal?
