I am sure they will - in respect to closing any dual purpose UCR's, and all RUPPS.
Basically, unless the route is a true Unclassified Road (UCR) without any dual purpose (i.e listed as a Bridleway or Footpath in conjuction), or is already a Byway on the definitive map, then the National Park concerned can close it.
They can also as of May 2nd impose a Traffic Regulation Order (TRO) on any route within their park without consultation.
Whether the other NPA's will publish a list of legal routes is another matter. The Lakes have always been trying to accomodate all users reasonably fairly.
If you really want to know the nitty gritty, read the NERC bill that got royal ascent recently. It is not nice reading for any green lane enthusiast. The chips are really down now.

RLD, I am watching this because a few of the lanes I want to drive are dual purpose and marked as RUPPS.
The majority are UCR's though. There are very few Byways in the Peak District. It could impact on the weekend, but at the moment no news is good news as far as I'm concerned.
