Modem?

Is the modem required for sat nav? I know I could download the maps prior to getting on the road, but was wondering if the Nexus 7 or like android tablet would need to be connected via the/a modem for adjusting routing on the fly?
Anyone know if this could be tethered to an android phone, to be able to do routing on the fly?
