Would this start a flat D3 battery? If not does anyone have any recommendations?

Ive got a snap-on 1700 amp jump pack it cost around £200 but is the mutts nuts i use it for farm equipment and it will start a 9 litre 6cyl diesel engine from flat no problem. Ive used a cheap £35 starter off ebay and was pretty useless would start a 200tdi disco once then be totally flat so i would avoid the cheap ones. my mate has got a machine mart jump pack which is very good and cost about £70. It all depends on how much you want to use it, i use mine daily so can justify £200. Hope this helps

TFC, i'm no electrician so could you explain why it wont work.

Even their £30 one has a 17Ah battery in it; that one has just 12Ah!
Hmmm, 12Ah when using the built in 200w inverter....inverters are about 85% efficient so :
200w ~= 16A.666 draw at 12v.
Correcting for efficiency that becomes 19.6A,
Assuming you can use 50% of the battery capacity (go much beyond this and you risk killing it beyond being recharged), that means you can run that 200W load for a full 18 minutes, assuming of course it doesn't melt into a steaming heap first Dr. Ian Malcolm:

According to my translator I need to look for a high Ah battery? Is it possible to get any which also has an inverter, light and compressor? If not I'll make do with a Sealey and get something else to do the the other jobs....

The machine mart unit has a 38Ah battery in it. Compared to the Maplin at 12Ah or other's at 17Ah its better but I would not bet on it starting a flat battery on a D3.
The D3 has a 90Ah battery with cold start 950cca for a reason.
The jump start packs are ok as long as they are kept charged at all times, any of the ones I seem to come across are not!

I use the machinemart one all the time, started everything from a small city car to LWB transits/Ford Rangers that have been sat around.
That said, I have use the pack to jump start a car using Halford heavy duty jump leads (around £45) which works even better.
PS
HEALTH & SAFETY WARNING - Please use protective goggles when using a jump pack or jump leads - its not unheard of for a battery to explode on the disabled vehicle.
Also, please let the jump pack/heavy duty leads charge the battery for 2-3 mins on the disabled vehicle PRIOR to turning over the ignition on the said disabled vehicle so as to avoid any damage to the car's ECU
