I've not had mine apart other than to replace the p/b shoes Bodsy, but I would imagine the outer cable would have something retaining it where it goes through the backplate, maybe a circlip or such like.

I'm pretty sure that there is no circlip, when I did the other side last year, it came out quite easily.
It seems the plastic cap that screws on the keep it in place was full of crud so I guess everything has just corroded.... Bodsys Brake Bible

Tap it lightly and repeatedly with a hammer, try to break the seal of crud and corrosion loose until it starts to be moveable that would be my suggestion plus keeping at it with the wd40 even the slightest bit of crud breaking loose will allow it to penetrate better.
Hope you manage to get it off.

just checking the diagrams and there DOES appear to be a retaining circlip... must be well hidden or corroded then....
