"Johannesburg - SA motorists who drive hatchbacks and sport utility vehicles (SUVs) should brace themselves for the possibility of an energy-efficiency levy as a penalty for driving cars that emit carbon dioxide.
Motorists are not going to be happy about the proposed levy, as they are already suffering from higher vehicle-selling prices and petrol hikes.
This comes as the department of minerals and energy revealed on Monday its proposed energy-efficiency levy in road transport.
The DME has proposed that the levies be calculated as a percentage of the selling price of the vehicle. In the case of a small SUV, for example, the DME has proposed a lofty 33% levy on the selling price. Given that SUVs can cost anything from R400 000 upwards, that could amount to tens of thousands of rands.
Depending on the size of a car's engine, the charge levied would vary between 2% and 33% of the car's selling price. "

It's just another excuse to tax us! 
And people who can afford an expensive SUV are a soft target.
It really peeves me, 'cos as the middle-class, we are already paying most of the taxes. 
If they were really concerned about the einvironment, the DOT would make some calculations based on actual emmissions, and distance driven, and not just target SUV's. After all, they have this information - it is part of the license renewal information you have to submit every year. AND, it has been discussed ad-nauseum in the press - some SUV's are less polluting than normal family cars.
This kinds stinks of plegiarising the dumb european emmissions laws, instead of thinking up something that will work in our environment.
There is hope, though - lots of our MEC's, ministers etc. drive SUV's - normally the X5 and RRS, sop maybe this won't get past them

I fully agree with these comments.

Seeing that it is against the law to drive on beaches, I would assume it is illegal to drive and for that matter camp on government lawns
