This idea has come up, as if it’s a new idea, from the day I started driving in 1980!
There are the same old problems with putting the whole charge on to fuel:
1. For those that do negligible mileage and contribute very little via fuel tax, they still expect the road to be maintained and ready for use. Roads deteriorate with time, even if they aren't used.
2. It disproportionately hits rural users, who need to do higher mileage to achieve the same results as town and city dwellers.
3. It’s even more unfair on those that need to buy petrol or diesel for machines that will never see the road (such as portable generators for electricity).
4. Road parking spaces could be taken up with multiple unused, or lightly used, cars with no contribution for upkeep.
5. All VAT registered businesses are already unpaid tax collectors. Imagine what it’s like for an independent petrol station that is already an unpaid tax collector to the tune of around 65-70% of turnover! These people have to pay for the value of the fuel and the tax on delivery, before they even sell a drop and collect the tax - they even have to pay the tax if it’s stolen. Kiss goodbye to even more independent petrol stations.2011 - 2015: 3 x FL2

Well you lot get your head round this...our 12 tonne, 32ft long Euro 4 Mercedes Atego HGV lorry horsebox costs me £250 per year to tax....how does that work? This is not a special classification that’s all it costs per annum...
Our G4 is more than double that....

Except foreign vehicles, trucks very rarely buy fuel in the UK. Fifteen hundred litres which is a standard 1000 litre tank on one side with the option that most take running from Europe, of another 500 on the other side gets you quite a few miles.

Not sure if links to gov.uk site is allowed, but here goes,
I'd rather have the VED element added to fuel.
And in doing so there will be extra revenues for HMRC.
1) the more you drive & pollute in the UK- the more you pay.
2) there won't be any more (VED) "tax dodgers".
3) foreign users who drive/pollute in the UK would now also be contributing to HMRC.

Fuel is already taxed twice. I don’t think we need it taxed again with VED

Light Commercial Vehicle classification is the answer - I still pay less than half per year than I did in 2015 the last year I taxed by old D3 before selling it (which was £550 ISTR, so a £30 rise in 5 years is by no means a big rise IMHO).
