In a highly subjective 1:1 test, the answer is a big fat YES ...but not by much - still, it all helps eh?
The LR official figures also show an improvement

fyi your profile shows you have an HSE. the style 2 wheel is an 18" fitted to our SE model. the HSE gets 19" ???? I was a normal heterosexual chap, but in these new woke awakenings I now identify as a Wardrobe.

French HSEs are like UK SEs in almost all parts of their spec.
Having said that, ours was ordered in Britain to LHD Euro spec and came with the 19" UK HSE wheels!

strange, I'd have the expected export models to be specced up rather than down from std uk spec [trying to increase overseas sales]. I was a normal heterosexual chap, but in these new woke awakenings I now identify as a Wardrobe.

The reverse. I think you'll find that the UK versions are the highest spec available for the badge (S,SE, HSE or whatever).
People at work say that the French tend to do comparisons based on the basic price, and then get stuffed with all the extras. Of course, personally I'm sure they're not that stupid ...

Well Landrover had to learn something from their relationship with Ze Germanz.
Anyone know what, if any, mechanical differences work towards the improved MPG and EuIV rating? Or is it purely software (and therefore possible to update earlier vehicles)

It can't be right about the engine change - because these IV emissions were introduced in 2005 http://en.wikipedia.org/wiki/Euro_IV So surely from the Off the D3 had to comply.
The 2007 engine is definately different & noiser than previous versions - I know by experience & comments here......
But it's not to do with Euro IV 2007 TDV6 HSE 'Silver Lady'. With 'free' privacy glass LOL.

Same in the Netherlands, I have ordered the HSE with the additional "premium pack" (+ € 10.300,-). That included it has the same spec as the UK HSE model. TDV6 HSE Stornaway Grey, black interior

So does anyone have any idea whether or not the fix that lets the seats operate without the key in is something that could be upgraded on previous models ? Is it hardware ? Software ? (I'm guessing both)
(I'm constantly folding and unfolding the rear seats - passengers vs. dogs - and having to put the key in the ignition is a major annoyance)
