D4 split tailgate paint rub on top of lower half

Our younger D4 (155k km) has some severe paint rub on the top of the lower half of the split tailgate.

The rubber seal seems to be in place and intact on the face of the top half.

Is this a common issue and any causes or methods for resolving?
