The tyre pressure label on the inside of the driver’s door has two pressures, one for up to 4 passengers and another for 4+.
As the number of passengers in car varies should the tyres be inflated to the maximum setting all the time?

No, note generally. Leave them at the lower pressure unless you have the car fully loaded (boot full or two fully grown passengers in the rer seats)
