The idea was that the anti-static strap would ground the car, so that you didn't get a shock when touching the vehicle.
Sadly, that was in the mistaken belief that it was the car that was accumulating charge. In fact, it is the person that accumulates the charge, and they get a shock when touching the car, which is grounded. The high potential (voltage) of an electrostatic charge means that it will be grounded even through the tyres. Hence, the grounding strap was grounding a car that was already grounded.

I owned a Scammell Explorer 6X6 recovery truck many moons ago. The Army handbook for it gave instructions when refuelling (Petrol 3MPG) which stated that the wire rope from the recovery crane on the back had to be lowered so that the tow hook touched the ground in order to prevent the danger of static discharge whilst refueling!
