I certainly can see the value.
We are surrounded by scum assaulting, vandalising and stealing because they are not afraid of the punishments.
The only way to stop these people is to increase the fear of the consequences.
OK, reflective jackets are only a very smal step in the right direction but its a start..

I would say humiliation is a far better deterrent than locking the scum up with other scum - I'd bet they tend to learn more devilish ways to rip us off when locked up together.

Shaving their heads would only be seen as a badge of honour, as is wearing these vests.
Just think how many yellow and orange vest we see every day and ignore. Now if has to be a vest make it one so sickening in its colour and design (my personal choice of hatred would be bright pink and clashing green diagonal stripes, with the word "scrote" in retro-reflective material on front and back) it will be an "unwanted gift from the state" and the scotes will be embarrassed into behaving better (some hope). Or even have bullseye targets on them, and send them into "alien territory" where guns abound.Rob Smith

I'd like to see the Village Stocks brought back, don't reckon there could be anything worse than stocked in your local village!
One of my sons decided it would be a good idea to nick some car badges on the last week of the school hols last summer , all he got was a strict telling off from the local copper (police caution), plus 2 drives for me to the nearest police station - 40 miles away - one for the interview and 2nd for charging.
Even the 2 coppers involved agreed that their time would be better spent on putting him in the stocks and then watching him learn a lesson. D4 HSE Luxury SDV6,

I work with the Criminal Justice Supervisors, supporting them with H&S Advice. In the past, not only the offenders, but also the supervising staff were threatened and abused by members of the public. The offenders now do not wear any identifying clothing, but wear normal hi-viz when working in supervised groups outside. With some projects, they errect a sign after the work has been completed to say that the work had been done by offenders on Community Service.
There are a lot of CS Projects that most folks would never know about such as garden clearances for disabled, work in charity shops, refurbishment of park benches, removal of graffiti, painting of community halls, manufacture of bird boxes and planters for charities and other groups, and clearing litter from beaches and paths. So they are paying back to the Community, but for some offenders the discipline of having to attend and work is a major change for them and in some cases, they have gone on to hold "proper" jobs or continue working with charities on a volunatary basis.Renny Thomson
